If you want to draw the polyline with the perpendicular, you have to choose the Polyline option from the Draw menu. Then you have to select the Perpendicular option. For a better understanding, you can look at the picture below.

After that, you can use the mouse to specify the start point and end point. When you have finished, press the Esc key. And you can refer to the picture below to see how your line will look like.
